After some headaches for both commuters and Transurban, the company which operates the Express Lanes, traffic is steadily increasing and flowing more smoothly, Transurban officials report. And while there has been an increase in the number of E-ZPass users in the past 12 months, approximately 46 percent of Beltway travelers report not having an E-ZPass.
